Soak the poppy seeds in the buttermilk for 30 minutes.
Whisk together flour, salt, baking powder, and lemon zest.
In another bowl whisk together the buttermilk, poppy seeds, eggs, sugar, and melted butter.
Fold the wet ingredients into the dry ingredients just until combined. Cover and rest.
Portion the batter into 24 mini muffin wells.
Press a blueberry into each mini muffin and use a toothpick to cover it with batter.
Make lemon sugar and sprinkle on top of each mini muffin before baking.
Bake until golden brown on top, approximately 15 minutes.
